Judge’s Performance Depends On Bar’s Assistance: Madras High Court CJ SA Dharmadhikari

Madras High Court Chief Justice Sushrut Arvind Dharmadhikari on Friday underscored the indispensable role of the Bar in the administration of justice, stating that the effectiveness of judicial functioning is closely tied to the quality of assistance extended by advocates.

Addressing members of the Bar after taking oath as the 55th Chief Justice of the Madras High Court, Justice Dharmadhikari emphasised the need for a collaborative relationship between the Bench and the Bar to uphold institutional integrity and efficiency.

He observed that while the Bench and the Bar are often described as “two wheels of the same chariot,” he prefers to view them as partners in a shared pursuit. “A judge is only as good as the assistance they receive from the Bar,” he remarked.

Key Priorities For Tenure

Justice Dharmadhikari identified three principal areas that would shape his tenure: reduction of case pendency, integration of technology, and support for young members of the Bar.

On addressing backlog, he highlighted that timely justice requires coordinated efforts from both the Bench and the Bar. He cautioned that the principle “justice delayed is justice denied” must remain a guiding concern rather than a persistent reality.

He also called upon lawyers to avoid unnecessary adjournments and to refrain from engaging in unproductive litigation practices.

Technology And Access To Justice

The Chief Justice further indicated that the Court would continue to modernise its processes to enhance accessibility for litigants. He referred to ongoing initiatives such as e-filing and hybrid hearings, noting that these measures would help make the justice delivery system more accessible and efficient.

He added that digitisation and procedural simplification are essential steps towards building a citizen-centric judicial system.

Encouragement For Young Lawyers

Justice Dharmadhikari also highlighted the importance of nurturing junior advocates, stating that the future of the institution depends on the next generation of lawyers. He stressed the need to create an environment that promotes mentorship and professional growth.

Remarks On Appointment

Describing his elevation as both an honour and a responsibility, Justice Dharmadhikari noted that institutions are sustained by principles such as independence, transparency, and public confidence.

He stated that he would discharge his duties without fear or favour, affection or ill will. He also expressed gratitude to the Supreme Court Collegium for recommending his appointment, and acknowledged Chief Justice of India Justice Surya Kant, along with Justices Vikram Nath and JK Maheshwari.

Professional Background

Earlier, Advocate General PS Raman welcomed the Chief Justice and outlined his professional journey. Justice Dharmadhikari commenced legal practice in 1992 under the guidance of his uncle, former Advocate General of Madhya Pradesh YS Dharmadhikari.

He was appointed as a judge of the Madhya Pradesh High Court in April 2016 and was later transferred to the Kerala High Court in April 2025. He has now assumed office as the Chief Justice of the Madras High Court.

Justice Dharmadhikari succeeds Justice Manindra Mohan Shrivastava, who demitted office earlier this week.
