Kerala High Court Warns Of Action Against Officers Over Unhygienic Conditions At Chottanikkara Temple

The Kerala High Court on Monday warned officials that it would initiate action if they failed to improve sanitation at Chottanikkara Temple despite repeated directions.

A Division Bench of Justice Raja Vijayaraghavan V. and Justice K.V. Jayakumar issued the warning while hearing a suo motu case. The case concerns allegations of maladministration, corruption, lack of amenities, poor sanitation, and financial irregularities at the temple.

Officials Shift Responsibility

During the hearing, the Bench questioned the Nodal Officer, Assistant Engineer, Assistant Commissioner, and the Devaswom Manager.

The judges observed that the officials were blaming one another for the poor condition of the temple premises instead of addressing the problem.

Court Recalls Earlier Directions

The Bench pointed out that it had already directed the Suchitwa Mission to conduct a cleanliness audit. It had also asked the Mission to prepare a sustainable sanitation plan with the help of the Temple Advisory Committee.

Officials informed the Court that the Assistant Engineer had submitted a Detailed Project Report on solid waste management. They also produced reports and photographs to show the steps taken to improve sanitation.

Photographs Show Continuing Problems

Counsel for the complainant argued that several parts of the temple remained dirty despite repeated court directions.

The complainant produced photographs showing the condition of the premises. After examining the images, the Court found plastic waste scattered across several areas of the temple complex. The judges also noted the extremely unhygienic condition of many parts of the premises.

Areas Highlighted by the Court

The Bench specifically referred to the pachakappuram, toilets in Keezhkavu, the temple pond, and the area where neyypayasam is packed.

The judges also pointed to the annadhanam food preparation area, the surroundings of the melsanthi’s room, and nearby premises.

Bench Warns of Strict Consequences

The Court warned that it would ensure the posting of competent officers if the authorities failed to take immediate corrective steps.

The Bench also said it would initiate action against officials who ignored its earlier directions.

The Court will consider the matter again on June 1, 2026. The concerned officers must file their affidavits before that date.
