Advocates’ Protection Bill Ready for Assembly Introduction, Announces Kerala Chief Minister VD Satheesan

Kerala Chief Minister VD Satheesan has announced that the Advocates Protection Bill Kerala government proposal is ready for introduction in the Legislative Assembly. He made the announcement at the “Prathibha 2026” felicitation ceremony organised by the Kerala High Court Advocates’ Association (KHCAA).

The Chief Minister also assured lawyers that the state would provide adequate statutory protection.

Protection for Lawyers

The announcement followed concerns raised by KHCAA President Peeyus A. Kottam.

Satheesan assured the legal fraternity that the government would address the safety concerns of advocates.

“Don’t worry about that. We will ensure sufficient protection for lawyers,” the Chief Minister said.

He added that the proposed legislation would address long-standing safety and professional concerns.

Government to Address Pending Demands

Satheesan also spoke about broader legal and administrative priorities.

He said the State Chief Secretary would prioritise pending infrastructure and administrative demands from the Kerala High Court and the KHCAA.

In addition, the Chief Minister called for specialised postgraduate and professional courses.

These courses could focus on areas such as maritime law, logistics, legal history, admiralty, and international commercial arbitration.

He said such programmes would help students respond to changing global commercial needs.

Precision Needed in Legislative Drafting

The Chief Minister also highlighted the importance of precise legislative drafting.

Satheesan referred to his 25-year experience in the Kerala Legislative Assembly.

He said even a small drafting error could affect the interpretation of a law.

A missing comma or a minor syntactic error could allow lawyers to challenge the intended meaning of a provision.

Therefore, he stressed the need for accuracy throughout the legislative process.

Speed Must Not Compromise Justice

The Chief Minister also addressed the issue of judicial delays.

He cautioned against pursuing faster case disposal at the cost of procedural fairness.

“Justice delayed is justice denied” remains a recognised legal principle, he said.

However, he added that rushed justice can also cause serious harm.

He therefore called for a balance between judicial efficiency and careful scrutiny.

Dignitaries Attend Prathibha 2026

Several prominent legal and political figures attended the ceremony.

They included Kerala High Court Chief Justice Soumen Sen, Advocate General Jaju Babu, and State Minister V.E. Abdul Gafoor.

MLAs Mathew Kuzhalnadan, Chandy Oommen, and Fyzal Babu V.K. also attended the event.

Chief Justice Sen described the Bar as a “nursery of leadership.”

He said the legal profession had helped nurture several nation-builders during India’s freedom struggle.

Platinum Jubilee Significance

Advocate General Jaju Babu also highlighted the significance of the year 2026.

Kerala, the Kerala High Court, and the KHCAA all trace their establishment to 1956.

Therefore, 2026 marks their shared Platinum Jubilee year.

The Advocates Protection Bill Kerala announcement adds further significance to the occasion. The proposed legislation could provide a statutory framework for protecting advocates across the state.
